By this writ petition, the petitioners seek for appropriate directions to upgrade the facilities that are required to be implemented in the West Bengal Human Rights Commission, which will include digitized information system, whereby the complainants are informed about the registration and/or non-registration of the complaint and the case docket number etc.

The representation has been given on 8th April, 2023 to the Chairman of the West Bengal Human Rights Commission by the petitioners, which is an organization.

In our considered view, the Hon'ble Chairman of the Commission should not be addressed. The relief sought for by the writ petitioners are all infrastructural requirements, which are required to be put in place and this has to be implemented by the State Government in consultation with the West Bengal Human Rights Commission. That apart, the

petitioners, it appears, have not made any independent study about the existing facilities in the other State Human Rights Commissions so as to draw a comparison and contend that better facilities and infrastructure has to be provided to the West Bengal State Human Rights Commission. 4.

In the light of the above, at this juncture, we are not inclined to entertain the writ petition. However, we grant liberty to the petitioners to make a thorough study of the matter and also collect data about the other facilities and infrastructure available in the other State Human Rights Commissions and then submit a comprehensive representation to the appropriate authority of the State of West Bengal.

In the event, such representation is not considered or does not yield the desired result, it will be well open to the petitioners to invoke the remedies available under law.

With the above observations, the writ petition stands disposed of.

No costs.

Urgent photostat certified copy of this order, if applied for, be furnished to the parties expeditiously upon compliance of all legal formalities.
