The writ petition is disposed of with a direction upon the Regional Passport Officer, Regional Passport Office, Kolkata, to treat the writ petition as a representation of the petitioner and dispose of the same in accordance with law. If necessary, the petitioner may be called for a hearing to clarify any doubt or to supply relevant document, if the documents already filed with the application for renewal of passport are found to be inadequate.

The decision shall be taken positively within a period three weeks from date. If it is found that the petitioner does not qualify for renewal of passport, a reasoned order shall be passed and communicated to the petitioner. If the authority is

satisfied with the documents, passport shall be renewed within the aforementioned period.

There shall be no order as to costs.

Parties are directed to act on the basis of the server copy of this order.
