Learned counsel appearing on behalf of the petitioner submits as follows. The petitioner runs a business from a small portion of the wharf on the Strand Bank Road near Howrah Bridge. He pays license fees regularly to the Kolkata Port Trust. The private respondents had been trying to disturb the petitioner from conducting such business. Complaints were made to the police, but no steps were taken.

Learned counsel appearing on behalf of the State relies on the report and submits that the police could not identify the place referred to by the petitioner as his. However, they are keeping a close watch on the developments in the area. It appears from the letter of complaint dated 04.09.2023 appended to the writ petition that the grievance is vented by the petitioner relates to certain incidents that took place on 22.02.2022 and 21.02.2022. One wonders what could be the reasons for the delay in reporting about such incidents.

Be that as it may, the police authorities shall keep a sharp vigil at the locale and ensure that no breach of peace takes place.
