The petitioner prays for new connection. The petitioner claims to be a tenant. The CESC authorities, upon inspection, came to the conclusion that the application for grant of new connection was only to split up the load. The petitioner had an arrangement with the landlord. 2.
Under such circumstances, the grievance cannot be addressed by this court. The issue of splitting of load has to be adjudicated by the appropriate authority being the Grievance Redressal Officer, CESC Limited, Calcutta South District. The petitioner is granted liberty to approach the said authority, i.e., a period of two weeks from date. Upon receipt of the representation of the petitioner, the authority will decide the matter by affording opportunity of hearing to the petitioner as also to the representative of the CESC Limited. A reasoned order shall be passed and communicated to the petitioner, within a period of two months from date.
3. Accordingly, the writ petition is disposed of.

There shall be no order as to costs.
5. All parties are directed to act on the basis of the server copy of the order.
