Learned counsel for the petitioner submits that all the respondents have been properly served. Liberty is granted, on the prayer of learned counsel for the petitioners, to file the affidavit-of-service during the course of the day.

It is submitted that due to resistance put up by the private respondents, the WBSEDCL is not being able to give electricity connection by installing an electricity pole on the petitioners' property.

It is further submitted that the petitioners have already paid the quotation amount on February 24, 2018.

Since, despite service, none appears for the private respondents, the matter is taken up for hearing in the absence of the said respondents.

WPA 23510 of 2022 is disposed of by directing the WBSEDCL to give electricity connection to the petitioners as per the petitioners' application, subject to compliance of all formalities by the petitioners, as expeditiously as possible, preferably within four weeks from date, upon installation of the necessary electricity pole. In the event the WBSEDCL personnel face any obstruction from the private respondents or their men and agents in doing so, it will be open to the said personnel to approach the Officer-in-Charge of the Haridevpur Police Station, that is, respondent no.5 to grant such assistance as necessary.

If so approached, respondent no.5 shall act on the communication of the learned advocates for the parties, accompanied by a server copy of the order, without insisting upon prior production of a certified copy, to give such assistance to the WBSEDCL personnel at the cost of the petitioners.

The communication filed by learned counsel for the State indicating the consent of the State respondents to comply with the order passed by this court be kept on record.

There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
