The petitioner alleges that some unknown persons are creating disturbance in the construction work of the petitioner. Petitioner claims to have submitted a representation before various authorities.

After going through the averments made in the writ petition, this Court is of the considered view that the petitioner failed to demonstrate any inaction on the part of the authorities under Article 12 of the Constitution. Merely because of the fact that a representation has been submitted before the Chairman, HIDCO the same cannot give rise to a cause of action for filing an application under Article 226 of the Constitution of India.

For such reason, this Court is not inclined to grant any relief to the writ petition.

With the above observation WPA 23770 of 2025 stands disposed of.

There will be no order as to costs.
