Matter relates to transfer of the petitioner who is working as an Assistant Teacher in a Government aided Higher Secondary school.

Petitioner has made off line transfer application on 14th August, 2024 which is in the form of representation as it appears from pages 16 and 17 of the writ petition. Petitioner prays for consideration of the said off line transfer application.

West Bengal Board of Secondary Education and State respondents are represented by learned advocates.

Having considered the case made out in the writ petition, it appears that petitioner has made off line application seeking transfer and it has not been disclosed why petitioner did not apply on-line application on the designated portal when portal was alive. Unless situation is extremely emergent off line transfer application ought not to be allowed since that will open flood gate. Off line application has been made by the petitioner in the form of representation addressing all the respondents and while processing such off line application concerned respondent authorities would find it difficult to take decision.

If it is transfer application on medical ground process needs to be commenced from the school authority where applicant teacher is working and medical report is required to be obtained from the concerned Block Medical Office of Health and thereafter transfer application is required to be forwarded to the concerned District Inspector of Schools who is also required to take steps for medical verification of the applicant teacher or member of the teacher's family by concerned Chief Medical Officer of Health.

based on such off line application which has been made in the form of general representation. Hence writ petition stands dismissed, without any order as to costs.
