The writ petitioner woke up for the first time in the year 2023 seeking information.

This Court is of the view that the writ petition is hopelessly barred by delay and laches.

No relief can, therefore, be granted to the writ petitioner.

Hence, the writ petition is dismissed.

There shall be no order as to costs.
