1. The payment of the petitioners has not been made allegedly for delayed submission of two of the bills. The first bill was submitted beyond a period of 12 days and the second bill submitted beyond a period of 3 days from the scheduled claim period. The bill amount is Rs. 3,59,668/- each.

2. The petitioners came to learn from a communication dated 13th September, 2022 by the Executive Engineer, WBSRDA that due to systematic error in e-MARG system, the last six numbers of the fifth year bill could not be paid. The respondents admit that the petitioners are entitled to receive the payment.

3. The reason for non-payment of the bills of the petitioners for such a long period of time cannot be appreciated by the Court. The respondents, way back in the year 2023, have admitted that the petitioners would be entitled to the payment. It is high time that the

respondents take steps to clear the outstanding dues of the petitioners.

4. The Secretary, Panchayat and Rural Development Department is directed to ensure that the payment of the petitioners is positively made by 30th August, 2025.

5. The writ petition stands disposed of.

6. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
