1. We have heard the petitioner appearing in person and the learned advocate appearing for the West Bengal College Service Commission.

2. By this writ petition styled as a public interest litigation the petitioner seeks to challenge a memorandum issued by the Higher Education Department, Government of West Bengal on 23.12.2019 alleging that it is not in consonance with the regulations issued by the University Grants Commission vide Notification dated 18th July, 2018.

3. It is pointed out by the learned advocate for the West Bengal College Service Commission that identical prayer was sought for in another writ petition in WPA(P) 363 of 2022 and the court heard the submissions on either side and the writ petition was withdrawn.

4. In any event at this distance of time the question of considering a prayer by a public interest litigant who stated to be an advocate practicing before this court to withdraw the memorandum issued on 23.12.2019 cannot be considered and more so when none of the parties who are likely to be affected if such prayer is granted have been impleaded as respondent in this writ petition.

5. Hence, the writ petition is dismissed.
