Learned counsel appearing on behalf of the petitioner submits as follows. Ranaghat OBR Brihattara Graduate Teachers' Association is an association of graduate teachers. The petitioner wants to hold a sit-in-demonstration by its members on 13.10.2023 from 12 noon to 5.30 P.M. at the "Y" Channel, Salt Lake and in the route proposed. They shall maintain peace and all norms of a peaceful demonstration. They seek permission to have such demonstration done by about three (3) thousand members.

Learned counsel for the State submits as follows. There are two suggested places in Salt Lake where similar sit-in-demonstrations have been allowed and can be allowed, however, with lesser numbers of participants. One is the

service road in front of Sourav Academy, Salt Lake. The other is one of the flank of "Y" Channel under Bidhannagar East PS (DCPL Side), 6th Cross Road, Salt Lake. Let the respondent authorities permit the petitioner to hold the sit-in-demonstration on 13.10.2023 between 12 noon to 5.30 P.M. on the service road in front of Sourav Academy on the following terms.

The number of participants at any point of time shall not exceed one thousand.

The demonstration shall be held peacefully and there shall be no inciting of violence or use of foul language. If loudspeakers are used, the same shall abide by the applicable limits.

The petitioner shall also intimate the names of the individuals who shall be the responsible for holding such demonstration.

The respondent authorities, on the other hand, shall take adequate measures to ensure that on the date of the sit-in-demonstration, the participants are protected and no untoward incident or breach of peace takes place. With these observations, the writ petition is disposed of.
