1. Affidavits-of-service and connected envelopes filed in Court today be kept on record.

2. The petitioner, in the year 2020, purchased a property from respondent no. 7 and has been paying electricity bills for consumption of electricity in the said premises. He now seeks to transfer the name in respect of the meter in his own name from his vendor.

3. Learned counsel for the West Bengal State Electricity Distribution Company Limited (WBSEDCL) submits that the petitioner has not yet made any application in that regard.

4. In such view of the matter, if the petitioner makes an application and clears off outstanding dues, if any, there is no impediment otherwise to transfer the name in respect of the existing meter in favour of the petitioner.

5. In fact, the Regulations of the West Bengal Electricity Regulatory Commission to that effect also permit the Distribution Licensee to effect a transfer in case of transfer of a property.

6. Accordingly, WPA No. 23864 of 2023 is disposed of by granting liberty to the petitioner to make a formal application for transfer of the existing meter at the premises-in-question in his own name. Upon such an application is being made and the petitioner complying with due formalities, the WBSEDCL shall process the same and grant such transfer subject to being satisfied that the petitioner has purchased the entire property by virtue of a transfer deed. Such exercise and the transfer of name shall be completed, subject to the fulfillment of all formalities and the prevailing terms and conditions by the petitioner, preferably within three weeks from the date of compliance of formalities by the petitioner.

7. There will be no order as to costs.

8. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities. (Sabyasachi Bhattacharyya, J.)
