Mr. Chakraborty, learned advocate appearing for the petitioner submits that during pendency of the writ petition, a speaking order dated 4th December, 2018 has been passed by the competent authority and he prays for leave to withdraw the writ petition with liberty to challenge the said order dated 4th December, 2018 before the appropriate forum, in accordance with law. In view thereof, the writ petition and the connected application are dismissed as 'withdrawn' with liberty to the petitioner to challenge the said order dated 4th
