1. The petitioner has filed the present writ application for a direction upon the respondent authorities for release of the admitted amount of Rs. 25,65,881/- along with interest.

Learned counsel for the petitioner submits that on 28th December, 2025, the respondent No.2 has issued the tender in respect of proposed two storied girls' hostel building over three storied foundation for Sonamukhi College in Bankura. As per the tender, the petitioner has participated in the tender process and the work order was issued to the petitioner on 28th January, 2026. As per the work order, the petitioner has completed the work and the District Engineer,
Bankura Zila Parishad has issued the completion certificate certifying that the petitioner executed the work for a total amount of Rs. 97,65,881/- and the work was completed on 31st December, 2020 and out of total amount of Rs. 97,65,881/-, an amount of Rs. 72 lakhs has been paid and an amount of Rs.
25,65,881/- is due to be paid to the petitioner. The petitioner has made several representations to the authorities but no amount has been paid.

The Additional Executive Officer, Bankura Zila Parishad by a letter dated 3rd December, 2021 has requested the Principal for release of the fund so as to enable the Zila Parishad to release in favour of the petitioner but in spite of the said request, the college has not released the said amount.
4. Learned counsel for the college submits that on 3rd December, 2023 the Principal informed the Additional Executive Officer, Bankura Zila Parishad but till date the amount has not been sanctioned. Thus it is not possible to release any amount.
5. Heard the learned counsel appearing for the respective parties. This Court finds that it is admitted by the authorities that the work order was issued to the petitioner and the petitioner has completed the work for a total sum of Rs. 97,65,881/-. Out of the total amount, Rs. 72 lakhs has been paid and the balance is till due to be paid to the petitioner. There is a dispute
amongst the authorities that one authority has not sanctioned the amount. Thus the zila parishad is not in a position to release in favour of the petitioner.
6. Learned counsel for the Zila Parishad submits that the said due amount is with regard to the additional work and that sanction is required.
7. Considering the above, this Court finds that the authorities have admitted the amount is due and payable to the petitioner. Accordingly, the respondent No.4 is directed to sanction the amount of Rs. 25,65,881/- along with interest @ 6% per annum from 31st December, 2020 till the realization of the said amount by taking appropriate steps before the appropriate authority within a period of six weeks from the date of receipt of this order and once the amount is sanctioned by the respondent No.4, the respondent No.2 shall release the said amount in favour of the petitioner within a period of two weeks thereafter.
8. WPA 24519 of 2025 is disposed of.
