The learned Senior Advocate appearing for the WBSEDCL, in his usual fairness, submits that no apparently satisfactory reason has been disclosed for the delay in processing the application of the petitioner, apart from the fact that certain formalities were to be completed by the petitioner.

However, there is nothing on record to indicate that such formalities were indicated at any point of time to the petitioner by the WBSEDCL, for the petitioner to comply with those.

Such attitude towards a common citizen is extremely unfortunate and it is expected that the WBSEDCL and its officers shall not repeat such inaction unless there is any specific bar due to an order of a court or by any law.

Be that as it may, since the petitioner is suffering since long despite having deposited the quotation amount

in 2019, WPA 24644 of 2022 is disposed of by directing the WBSEDCL to intimate in writing to the petitioner as to exactly what formalities are required to be completed. Such communication shall be made to the petitioner either directly or through the learned advocate for the petitioner during the course of the day.

Upon such communication being made, the petitioner shall comply with such formalities, which is apparently the installation of a main switch, starter etc. and indicate such compliance immediately to the WBSEDCL.

Upon such intimation being given, the WBSEDCL will give the new electricity connection to the petitioner within twenty four working hours from the said intimation.

Further personal appearance of the respondent no.2, that is, the Divisional Manager, South Malda Division of the West Bengal State Electricity Distribution Company Limited is dispensed with.

There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
