The writ petition is wholly misconceived. The petitioners have not able to substantiate their claim for honorarium. According to the petitioners, between 2004 to 2009, they had acted as 'Anuprerak' and 'Saha Anuprerak' in a scheme organized by Sarbik Saksharata Prosar Samity under the Para Panchayat Samity.

The learned advocate for the State respondents submits that a writ petition was filed in 2016 being W.P. 223 (W) of 2016, by Prabahaman Shikshak Kalyan Samity. They prayed for release of honorarium.

The Government of West Bengal released such honorarium and the samity filed an affidavit before the concerned authority affirming that the persons who had rendered their services had been paid the honorarium from the funds released by the Government.

The names of the petitioners did not appear in the list provided by the Secretary of the samity.

There is nothing on record to show that the petitioners had continued to work for five years under the said scheme.

It only appears that the petitioner had attended a training camp for four days.

The writ petition has been filed after more than 13 years on the alleged ground that the honorarium between 2004 to 2009 had not been paid.

Not a single document has been enclosed in the writ petition which would persuade the Court to even, prima facie, form an opinion that the petitioners had served as 'Anuprerak' and 'Saha Anuprerak' after completion of the training.

Thus, the writ petition merits no consideration . Accordingly, the writ petition is dismissed.

However, there will be no order as to costs.

All the parties are directed to act on the basis of the server copy of this order.
