The petitioners will approach the Block Development Officer, Ranaghat -II Development Block, that is the respondent no.6 for necessary permission upon producing all the other permissions from the authorities, allowing the petitioners to organize the Durga Puja for the year 2024 and if the documents of the present year are in order, permission for holding the Durga Puja shall be given.

With regard to the grant, the petitioners are required to fulfil certain criteria which does not appear to have been fulfilled as the petitioners have not been able to satisfy this Court whether they are the registered club who have been organizing Durga Puja with necessary permissions.

Under such circumstances, no mandatory direction can be granted with regard to the payment of the grant. The petitioners may apply for the following year as to

whether grant can be made available. The petitioners will approach the authorities within October 4, 2024 on the basis of the learned advocates' communication as this order is being passed in the presence of all the parties. If all the permissions are in order, the Block Development Officer shall grant the necessary permission to the petitioners immediately to organize the Durga Puja and the police authorities will also grant such permission.

Accordingly, the writ petition is disposed of. 6.
