The only prayer of the petitioner is for implementation of an order dated 05.08.2019 by the SPIO (RTI) of School Education Department, the respondent no.5 herein. By the order of the Appellate Authority dated 05.08.2019, the SPIO was directed to dispose of the application of the petitioner within thirty days from the date of the order and the appeal was disposed of on that basis. The order records that the petitioner submitted his RTI application on 26.12.2018 before the SPIO (RTI) School Education Department requesting for certain information.

The State is represented and the SPIO has admittedly not taken any steps till date.

WPA 22763 of 2019 is disposed of with a direction on the respondent no.5 being the SPIO (RTI) of the School education Department to dispose of the application, in terms of the order of the Appellate Authority dated 05.08.2019 within a period of two weeks from date.

The SPIO shall also bear costs of Rs.20,000/- to be paid to Bharat Sevasram Sangha, Kolkata within a fortnight from date by reason of the unexplained delay on the part of the SPIO to carry out the orders as per the Appellate Court.
