1. Petitioner is the husband of the victim lady. It is submitted victim was strangulated at her matrimonial home. He is in custody for about three years. He prays for bail.

2. Learned lawyer for the State submits report with regard to the status of the proceeding. Report is placed on record.

3. We have considered the materials on record. Allegations involve murder of the housewife. Petitioner is her husband. There is clinching evidence against him. Delay in the matter is due to systemic reasons i.e. absence of judicial officer in the trial court.

4. Under such circumstances and in view of the gravity of offence, we are not inclined to grant bail to the petitioner.

5. Accordingly, prayer for bail is rejected.
