The petitioner's application seeking transfer was routed from the school to the District Inspector of Schools and thereafter to the Chairman of the West Bengal Central School Service Commission. It appears that the Secretary of the Commission has communicated to the petitioner on 25th July, 2025 to make application for transfer through the proper channel i.e., through the school and the concerned District Inspector of Schools for taking necessary action in the matter.

From the documents annexed to the writ petition, it appears that the DI of Schools (SE) Purulia vide communicating memo no.71/LS/PRL dated 10th July, 2025 forwarded the application for transfer of the petitioner to the Commission and the same was received

by the Commission on 6th August, 2025. A copy of the transfer application was also e-mailed to the Commission by the DI on 10th July, 2025. The Commission possibly has overlooked the communication made by the District Inspector of Schools (Secondary Education), Purulia on 10th July, 2025 and directed the petitioner to file fresh application.

The Commission ought to consider the application duly forwarded by the DI.

In view of the above, the instant writ petition stands disposed of by directing the Secretary of the Central School Service Commission to take a decision on the prayer of the petitioner seeking transfer in accordance with the prevailing Rules at the earliest, but positively within a period of eight weeks from the date of communication of this order.

The fate of the application of the petitioner shall be made known to him.

If the prayer of the petitioner is allowed, then all necessary consequential steps shall be taken without any further delay.

The writ petition stands disposed of.

All parties shall act on the basis of a server copy of this order duly downloaded from the official website of this Court.

10. Urgent photostat certified copy of this order, if applied for, be given to the parties, upon compliance of necessary formalities.
