Despite service, none appears on behalf of the respondents. The affidavit of service is taken on record.

The petitioner alleges that his name appeared as the sixth candidate out of the six candidates who were empanelled for engagement as Gram Rojgar Sahayak (GRS). The notice inviting applications from the eligible candidates for filling up the post of GRS under the Mahatma Gandhi National Rural Employment Guarantee Scheme, indicates that three vacancies in the post of GRS, one each for Birsingh Gram Panchayat, Biur Betur Gram Panchayat and Jamkuri Gram Panchayat had been notified.

The petitioner alleges that although the post of GRS in Birsingh Gram Panchayat and Jamkuri Gram Panchayat had been filled up, the said post in Biur Betur Gram Panchayat was vacant. Accordingly, the petitioner applied for being appointed to the vacant

post. The petitioner's name appeared at S.L. No. 6 as per the petitioner's own pleadings.

It is urged that the other persons who were higher in rank than the petitioner were also not interested to join the said vacant post.

The selection process was initiated in 2019.

The petitioner's application for being engaged to the vacant post is dated August 4, 2022. The clause dealing with the selection process as per the notification indicates that the panel would be valid for one year.

Thus, the court does not find any merit in the submissions of the learned advocate for the petitioner. It is an admitted position that the period of one year expired from the date of completion of the selection process. The life of the panel is over. There are other eligible candidates who ranked higher than the petitioner in the panel. Any order that is passed, may affect the said persons.

The writ petition is disposed of.

However, the concerned Block Development Officer shall inform the petitioner as to the fate of his request for being engaged as a GRS(contractual) in the alleged vacant position which was advertised for Biur Betur Gram Panchayat. Such intimation shall reach the petitioner within a period of four weeks from the date of communication of this order.

However, there will be no order as to costs.

All the parties are directed to act on the basis of the server copy of this order.
