The petitioner is aggrieved with the investigation into FIR No.477 of 2022 dated 10th November, 2022 registered by the Singur Police Station under sections 420, 406 of the IPC.

One private respondent is on bail and the other two have applied for bail.

The investigation is on.

The grievance of the petitioner is that since only after filing of the writ petition, notice under section 91 of the CrPC has been issued in respect of certain confidential documents.

The petitioner may disclose the documents for the purpose of the investigation.

The petitioner has further complained to the Superintendent of Police, Hooghly Rural Police District in writing that one Rathindranath Ghosh, SI, Singur Police

Station has demanded a sum of Rs.5,00,000/- as bribe failing which he would submit FRT in the instant case. 7.

A copy of the complaint to the Superintendent of Police, Hooghly Rural Police District is kept with the record. 8.

This Court directs the Superintendent of Police, Hooghly Rural Police District to forthwith cause an inquiry into the subject complaint of the petitioner dated 24th April, 2023 as regards the bribe demanded by the said Rathindranath Ghosh, SI, Singur Police Station. 9.

The investigating officer shall be changed by the Superintendent of Police, Hooghly Rural Police District. An appropriate officer from the office of the Superintendent of Police, Hooghly Rural Police District may be appointed as investigating officer.

It is expected that the investigation into the FIR No.477 of 2022 dated 10th November, 2022 is completed as expeditiously as possible preferably within a period of one month from date.

The Superintendent of Police, Hooghly Rural Police District shall, pursuant to the inquiry directed, take departmental action, if necessary, against the said Rathindranath Ghosh, SI, Singur Police Station and any other officials involved in the allegation of bribe made by the petitioner against the officials of the Singur Police Station.

Let a report to this effect be submitted before the Registrar General of this Court within a period of two months from date.

Let a copy of such report be made available to the petitioner and/or his learned advocate.

14.

With the aforesaid directions, the writ petition shall stand disposed of.

15.

There shall be no order as to costs.

16.
