1. The writ petition is disposed of with a direction upon the tendering authority i.e. the Executive Engineer (A-I), Midnapore Agri-Irrigation Division, Narampur, Midnapore, to consider the writ petition as a representation of the petitioner and inform the petitioner why the documents submitted by the petitioner, were suspected to be forged and fabricated. The authority will further inform the petitioner the malpractices and illegalities which were allegedly detected against the petitioners.

2. It appears that the petitioner's bid was cancelled in the technical round, as the signature in the affidavit was found to be computer edited. Although, it was mandatory to sign on the affidavit in front of a notary public, the petitioner had allegedly not done so. The original document which has been submitted, contained a computer edited signature, as per the authority.

3. The petitioner will be shown copies of the affidavits of other bidders, to demonstrate what were the defects, deficiencies and illegalities in the documents of the petitioners. A decision shall be arrived at by the authorities, with the above information and details.

4. The matter will be decided within October 20, 2024. The financial bid will not be opened till November 5, 2024.

5. Accordingly, the writ petition is disposed of.

6. All the parties are directed to act on the basis of the server copy of the order.
