The appeal is defective. No attempt has been made to remove the defect. The nature of the defect cannot be ignored. The matter was earlier adjourned in order enable the sole appellant to remove the defects.

The department has reported that in term of our earlier order, administrative notice has been issued upon Mrs. Rima Banerjee, Advocate and in spite of service of such notice, the appellant is not represented.
