This is a public interest litigation alleging that the 7th respondent/college does not have the requisite affiliation from the University and cannot conduct the teachers' training courses. 2.

It is submitted by the petitioner that not only the 7th respondent/college but there are more than 600 colleges in the State of West Bengal, whose credentials have to be verified and there is largescale corruption in the matter of grant of affiliation to those institutions.

It is not in dispute that the writ petitioner is an ex-employee of the 7th respondent/college and,

therefore, appears to have a private interest in the matter and this writ petition cannot be treated to be fully as a public interest litigation. Apart from that the allegations made against more than 600 colleges cannot be gone into in this writ petition since none of those colleges except the 7th respondent has been impleaded as a party/ respondent.

Therefore, at this juncture, we cannot entertain this public interest litigation. However, liberty is granted to the petitioner to file a fresh writ petition, if he is so advised, impleading all the institutions and place appropriate materials to satisfy the Court that those institutions lack the requisite permissions/approvals.

With the aforesaid observations, the writ petition is dismissed.
