1. The petitioner, appearing in person with leave of court, submits that there is serious threat perception to the life and limb of himself and his family.

2. It is submitted that, on a previous occasion, the petitioner had approached this Court to obtain an order for police protection to enter his own house. The petitioner apprehends serious threat to his life and, as such, has made an application for obtaining arms licence. A copy of the said application is annexed at page 54 of the writ petition.

3. Despite service, none appears for the respondents at the time of call.

4. Affidavit-of-service filed in court today be kept on record.

5. In view of the innocuous nature of the prayer made, no further service is being directed.

6. As the application of the petitioner for arms licence has been kept unnecessarily pending since long, WPA No. 24675 of 2023 is disposed of by directing the respondent no. 2, that is the District Magistrate, Hooghly, to decide on the application for arms licence made by the petitioner, which is annexed at page 54 of the writ petition, and intimate the outcome of such decision to the petitioner.

The entire process shall be concluded at the earliest, positively within three weeks from the date communication of this order to the respondent no. 2.

7. The parties shall act on the server copy of this order without insisting upon prior production of certified copy of this order for compliance.

8. There will be no order as to costs.

9. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities. (Sabyasachi Bhattacharyya, J.)
