The grievance of the petitioner in the present writ application is that for the year 2024-25, the Additional District Magistrate, Jhargram, West Bengal had issued EWS certificate to the petitioner on March 28, 2025. Subsequently, again on July 4, 2025, the petitioner has applied for EWS certificate but the said application is still pending. Neither the authorities have issued the EWS certificate nor have rejected the claim of the petitioner. 2.

The learned counsel for the petitioner submits that the application is pending before the Additional District Magistrate, Jhargram and prays for a direction upon the concerned authority to consider the application submitted by the petitioner and to issue the EWS certificate in favour of the petitioner.

The learned counsel appearing for the State submits that as the petitioner has applied for EWS certificate before the Additional District Magistrate, accordingly, if a direction is passed the Additional District Magistrate will consider the application filed by the petitioner and pass an appropriate order.

The learned counsel for the petitioner submits that the petitioner has already been selected as Teacher in the State Level Selection but due to non-availability of the EWS certificate, the petitioner is facing difficulty. 5.

Heard the learned counsel for the respective parties. 6.

This Court finds that on the earlier occasion, the Additional District Magistrate, Jhargram has issued the EWS certificate to the petitioner and subsequently, again the petitioner has applied for EWS certificate on July 4, 2025 but the same has not been considered and is pending before the authority.

Accordingly, the Additional District Magistrate, Jhargram i.e., the respondent no. 5 is directed to consider the application submitted by the petitioner dated July 4, 2025 for grant of EWS certificate and if the petitioner is entitled to get the EWS certificate, the EWS certificate shall be provided to the petitioner within two weeks from the date of receipt of this order and if the authority finds that the petitioner is not entitled to get the EWS certificate, he shall give an opportunity of hearing to the petitioner and shall pass a reasoned and speaking order within two weeks thereafter.

Accordingly, WPA 25456 of 2025 is disposed of. 9.
