Pal, Ms. Sanjukta Samanta ...for the State Mr. Shibjit Mitra, Mr. Subhasish Mitra ...for Respondent No. 8 09-12-2025 AKG Ct. 15 The complaint of the petitioner dated September 1, 2025, appearing at page 19, addressed to the Pradhan, Narayanpur, Bahirkhand Gram Panchayat, of the writ petition, as well as the police report filed before this Court today by the State, indicates that the petitioner alleges that respondent no. 8 has constructed a concrete road on Plot No. 169, Mouza-Paschim Mallickpur, Dalapatipur, Haripal, Hooghly. The petitioner claims ownership of Plot No.169. A dispute regarding the construction of a concrete road on private land cannot be adjudicated by the Panchayat Authority, as the matter is purely civil in nature. This observation shall not preclude the petitioner from filing an appropriate application before the competent Civil Court.
