Mr. Indranil Halder ... for the petitioner Mr. Asif Dewan .. for the WBSEDCL The petitioner has preferred the present writ petition being aggrieved by the inaction of the respondent authorities in not granting the electricity connection to his submersible pump installed for agricultural purposes on his land situated at Village & Mouza - Kotla, Dag No.- 87, P.S.- Sagardighi, DistMurshidabad, Pin- 742226. Learned counsel appearing for the petitioner submits that the petitioner had duly applied for a new electricity connection and pursuant to his application, the respondent no. 2, the competent authority of WBSEDCL, issued a quotation dated 04.07.2023 for an amount of Rs. 7,900/- which was duly deposited by the petitioner on 07.07.2023.

Despite compliance with all requisite formalities, including the payment of the quoted amount, no steps have been taken by the respondent authorities to provide the electricity connection to the Petitioner till today. The petitioner further contended that in accordance with Section 43 of the Electricity Act, 2003 he possesses a statutory right to obtain an electricity connection for his agricultural land.

Learned counsel appearing for the respondents has submitted that the grant of electricity connection to the petitioner requires the erection of 13 electricity poles, out of which 7 poles have already been installed. The work of installing the remaining poles is currently underway and barring any unforeseen impediments, the entire installation process is expected to be completed by May 15, 2025. It has been assured that upon completion of the necessary infrastructure, the electricity connection shall be provided to the petitioner without any further delay.

Learned counsel for the petitioner states that he has no objection if the electricity connection is granted after the completion of the necessary installation works by the stipulated date of May 15, 2025.

Considering the categorical statement made by the learned counsel for the respondents, this Court finds it appropriate to dispose of the present writ petition with a direction to the respondent authorities to complete the remaining installation works with in the stipulated time frame i.e. by May 15, 2025 and grant electricity connection to the Petitioner as expeditiously as possible after completion of all necessary requirements under the law.

With the above directions, the present writ petition is disposed of.
