The petitioner is directed to produce this Annexure P-4 and also his case before the Deputy Secretary of the Board. If the order goes in favour of the petitioner, he should be recommended and there is no need for any of the parties to come before this court. But if the order goes against the petitioner, the petitioner shall have liberty to come before this court with a fresh application.

With the above observation and direction this writ application is disposed of.
