Mr. Chandi Charan De, learned Additional Government Pleader appears on behalf of the respondent nos. 1 to 3 & 6.

Mr. Snehasis Jana, learned counsel appears for the private respondent nos. 7 & 8.

The limited grievance of the petitioners in this writ petition is that the petitioners have submitted an application being numbered 12221 dated April 1, 2024 in respect whereof hearing notice has already been issued by the respondent

no.2. The hearing has not been concluded though the petitioners have submitted their documents and records before the respondent no.2.

In view of the above, the respondent no.2 upon issuing a prior hearing notice of at least seven days to the petitioners, private respondents and other interested parties, if any, and after affording them an opportunity of hearing shall conclude the proceeding by passing a reasoned order in accordance with law.

The entire exercise shall be carried out and completed by respondent no.2 positively within a period of eight weeks from the date of the communication of this order.

The petitioners, private respondents and other interested parties, if any, thereafter shall be at liberty to apply for the certified copy of the order to be passed by the respondent no.2 and in the event such application is made, the certified copy shall be made available to them on usual terms positively within a period of one week from the date of the respective applications.

It is made clear that this court has not gone into the merits of the contentions of the petitioners or the private respondents and they shall be at liberty to urge whatever points they wish to urge by

relying upon whatever records and documents they wish to rely upon before the respondent no.2. Since affidavits are not called for, the allegations made in this writ petition are deemed not to have been admitted by the respondents. With the above observations and directions, this writ petition, WPA 26571 of 2024 stands disposed of, without any order as to costs.
