Mansoor Alam ... for the State Mr. Debjit Mukherjee ... for the WBSEDCL Learned counsel appearing for the petitioner files an affidavit of service along with an envelope with the endorsement "Deceased". Let the same be kept on record.

It transpires from the affidavit of service that the prime objector, according to the West Bengal State Electricity Distribution Company Limited (WBSEDCL), has expired in the meantime. As such, there cannot be any further impediment on the part of the WBSEDCL to give electricity connection to the petitioner, as applied for.

Accordingly, W.P.A. No. 25890 of 2022 is disposed of by directing the WBSEDCL to give a new electricity connection to the petitioner, subject to compliance of

all formalities by the petitioner, within a fortnight from date and/or from the date of compliance of due formalities by the petitioner, whichever is later. In the event the WBSEDCL personnel face any obstruction while giving such connection to the petitioner, it will be open to the said personnel to approach the respondent no. 7, that is, the Officer-inCharge, Chanditala Police Station for police assistance in that regard.

If so approached, the respondent no. 7 shall act on a server copy of this order without insisting upon prior production of a certified copy thereof and grant such police assistance at the cost of the petitioner. In the event any padlock and/or other hindrance is put up on the way of access to the WBSEDCL personnel in performing the aforesaid task, the police personnel will be at liberty to remove such padlock/hindrance/obstruction for the limited purpose as indicated above.

There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance of all necessary formalities.
