1. The matter was listed on 28.11.2023 and it was submitted that the learned senior advocate appearing for the petitioner was not available on the said date and adjournment was sought for.

2. The learned advocate appearing for the respondent University raised objection regarding maintainability of the writ petition.

3. Thus, at the request made on behalf of the petitioner, the matter was specifically listed today in the same position as it was appearing on 28.11.2023. Even today adjournment is sought for.

4. The request for adjournment is declined.

5. We have heard the learned Government counsel as well as the learned advocate appearing for the respondent University.

6. On going through the prayer sought for in the writ petition, we find that the matter is entirely a service matter and the petitioner who is a practicing advocate of this court stating to be a public spirited person has come forward with this writ petition.

7. The petitioner also questions the award of career advancement scheme and promotional fixation for its employees.

8. All issues which have been raised in the writ petition are all service matters concerning specific employees of the concerned University who have not been impleaded as respondents in this writ petition.

9. Hence, we cannot entertain this writ petition as a public interest litigation.

The petitioner also questions the promotion of the employees of the University who have also not been made as parties in this writ petition.

11. Accordingly, the writ petition stands dismissed.
