1. Affidavit-of-service filed in Court today be kept on record.

2. Learned senior counsel appearing for the petitioner submits that the limited grievance of the petitioner is that the Grievance Redressal Officer (GRO) of the CESC Limited, Chowringhee Square, Kolkata- 700 001, has not disposed of the representation given by the petitioner dated October 3, 2023, annexed at page 35 of the writ petition.

3. Although learned counsel for the CESC Limited takes a point of non-joinder of the Kolkata Municipal Corporation as a necessary

party, the said objection is turned down, since the present grievance pertains only to the non-consideration of the representation of the petitioner by the GRO and does not seek any adjudication on the rights of the parties.

4. Accordingly, WPA No. 25134 of 2023 is disposed of by directing the respondent no. 3, that is, the Grievance Redressal Officer, CESC Limited, Chowringhee Square, to decide the representation of the petitioner dated October 3, 2023 annexed at page 35 of the writ petition in accordance with law as expeditiously as possible, preferably within six weeks from date, upon giving adequate opportunity of hearing to all interested parties.

5. There will be no order as to costs.

6. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities. (Sabyasachi Bhattacharyya, J.)
