Mr. Tapas Kumar Adhikari Ms. Ujani Pal Samanta ..for the State The petitioner alleges that an unauthorised construction has been carried out at the behest of respondent nos. 9 and 10.

Learned counsel appearing for the petitioner submits that, pursuant to a complaint lodged by the petitioner in respect of the alleged unauthorised construction, a notice of hearing was issued by the Pradhan, Kalinagar-II Gram Panchayat, upon all concerned; however, no decision has been taken as yet.

Learned counsel appearing for respondent nos. 9 and 10, on the other hand, submits that

respondent nos. 9 and 10 possess a duly sanctioned building plan.

Without entering into the merits of the controversy, this Court directs the Pradhan, Kalinagar-II Gram Panchayat, to conclude the proceedings pursuant to the hearing notice dated November 3, 2025, in accordance with the provisions of Section 23(5) of the West Bengal Panchayat Act, 1973, within a period of one month from the date of communication of this order. Accordingly, WPA 26043 of 2025 is disposed of.
