The affidavit-of-service as filed today is taken on record. 2.
Leave is granted to the petitioner to correct the cause title of the writ petition.

The petitioner has filed the present writ application for grant of new electric connection. The petitioner says that in the premises which is in occupation of the petitioner, there was a domestic electric meter in the name of the mother who is the respondent no. 5 in the present writ application but there is a family dispute between the petitioner and the private respondents and accordingly, the electric connection has been disconnected. 4.
The petitioner has applied for grant of electric connection, the authorities have inspected the premises of the petitioner for grant of electric connection but there was a resistance from the private respondents and accordingly, the CESC authority could not provide the electric connection.

The learned counsel for the petitioner submits that the petitioner is the daughter of the respondent no. 5 and the
sister of the respondent no. 6 and there is a family dispute, as such, the private respondents are restraining the authority for providing electric connection to the petitioner.

The learned counsel appearing for the CESC submits that the authorities are ready to provide the electric connection from the existing service connection by providing a new loop meter in the premises of the petitioner if the petitioner makes necessary arrangement that the private respondents shall not restrain the authority for providing the loop meter in the premises of the petitioner from the existing service connection. 7.
The learned counsel for the petitioner submits that the private respondents are restraining the authorities for providing electric connection in the premises of the petitioner and he prays for a direction upon the police authority for providing police assistance to the petitioner at the time of providing electric connection by the CESC authorities.

Heard the learned counsel for the respective parties. 9.
This Court finds that due to the family dispute, the private respondents are restraining the authority for providing loop meter in the premises of the petitioner from the existing electric service connection. Thus, the respondent no. 3, the District Engineer, The Calcutta Electric Supply Corporation is directed to supply loop meter from the existing electric service connection in the promises of the petitioner subject to compliance of all the formalities by the petitioner.

If the authorities and the petitioner find that the private respondents are restraining the respondent no. 3 and his officials for providing electric connection to the premises of the petitioner, the petitioner can approach the concerned police authority i.e., the respondent no. 4, the respondent no. 4 shall provide appropriate police assistance to the respondent no. 3 and his officials as well as to the petitioner for providing electric connection in the premises of the petitioner.

If it is found that for taking the electric connection from the existing electric connection, any pad lock is there and nobody is coming to open the pad lock, the petitioner is at liberty to break open the lock in presence of the police authority only for the purpose of taking the electric line to the loop meter and the petitioner shall put new padlock and the key shall be handed over to the private respondents in presence of the police authority. 12.
If the private respondents shall restrain the petitioner or the respondent no. 3 for providing the electric connection or to break open the pad lock, the respondent no. 4 shall take appropriate steps against the private respondents, if find necessary.

All the cost shall be borne by the petitioner. 14.
The respondent no. 3 is directed to provide electric connection in the premises of the petitioner within a period of 48 hours on compliance of all formalities by the petitioner.

It is made clear that providing of the electric connection by this order, no right, title and interest are created in the said premises.

Accordingly, WPA 25841 of 2025 is disposed of. 17.
Urgent photostat certified copies of this order, if applied for, be supplied to the parties upon compliance with all the necessary formalities.
