In view of the nature of the prayer made by the petitioner being innocuous, it does not appear to this court that further service of notice is necessary. Learned counsel for the petitioner contends that the representation given by the petitioner with the District Registrar on July 27, 2017 has not been paid heed to by the District Registrar.

As such, WPA No.23930 of 2019 is disposed of by directing the respondent no.3 to forward the representation of the petitioner at page-17 (AnnexureP3 of the writ petition) to the respondent no.2, being the Inspector General of Registration and Commissioner of Stamp Revenue, West Bengal within

a fortnight from the date of communication of this order to the respondent no.3.

Upon being so forwarded, the respondent no.2 shall consider the representation and decide on the same in accordance with law, as well as intimate the decision in writing to the petitioner thereafter at the earliest after such matter being forwarded, preferably within four weeks from the date of forwarding of the matter to the respondent no.2 by the respondent no.3. The parties shall act on the written communication of the learned Advocates accompanied by a server copy of this order, without insisting upon prior production of a certified copy thereof. There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
