The petitioner was appointed as typist-cumclerk in the West Bengal Social Welfare Board under the Ministry of Women and Child Development. The said Board is an autonomous body under the State. The petitioner relies upon a minutes of meeting of the Board dated 03.04.2017 which indicates that there was a vacancy in the next higher grade. She has been seeking promotion to the said post since 2017.

It is now well settled that promotion is not a matter of right. A person is entitled to be considered in any promotion process that may be initiated by the respondents.

It is, therefore directed that in the event of any promotion process being undertaken by the respondents, the petitioner's case may be considered

strictly in accordance with law and the applicable rules and practices thereunder.

With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.

All parties are directed to act on a server copy of this order duly downloaded from the official website of this Court.
