Haldia Institute of Health Sciences ('HIHC' in short) is the petitioner no.1 of which the petitioner no.2 is the Principal.

The HIHC is an Institute providing education in allied medical courses, 14 of its courses are affiliated by the West Bengal University to Health Sciences; Paramedical & Allied-Bachelor in-Medical Laboratory Technology (BMLT) is one of such affiliated courses. The HIHC has 60 seats for the said course.

The West Bengal Joint Entrance Board ('the Board' in short) on November 14, 2025 had published a notification in its website for JENPAS (UG) 2025 Counselling. The HIHC had noticed that the Board in the said notice had not notified 60 seats of the said BMLT course and as such has filed the instant writ petition praying inclusion of the said BMLT course in the list of courses and related seat matrix in the online portal of the ongoing e-counselling of the JENPAS-UG-2025.

After much persuasion from the end of the Board, the University ultimately has admitted its mistake in not including the said 60 seats of the HIHC for the said BMLT course in the seat matrix of the said counselling process and accordingly has issued a revised seat matrix for the said

counselling wherein the said 60 seats for the said BMLT course has been included.

Mr. Amitava Chaudhuri, learned counsel for the Board files a copy of the said revised seat matrix and the email communications between the University and the Board; let the said documents be kept with the record. This is not for the first time the University is making this kind of mistake, on earlier two years similar mistakes were committed by the University resulting serious inconvenience for the Institute and the aspiring students. The approach of the University appears to be too casual. This Court though proposes to impose heavy costs upon the University for its such lackadaisical attitude but considering the prayer of Mr. Maiti, learned advocate for the University, the fault is condoned as a last chance.

The Board has now received the revised seats matrix, as such is directed to reschedule the counselling in accordance with law so that the said 60 seats in the said course are not left blank.

WPA 26280 of 2025 is disposed of with the above terms without any order as to costs.
