The rest of the respondents are not represented.

Referring to the notice dated October 20, 2016, Annexure P-2 at page 25 to the writ petition, learned counsel for the petitioner submits that the hearing is pending before the respondent no.2. In view of the above, the respondent no.2 is directed to conclude the hearing and come to its logical conclusion with reasons after granting an

opportunity of hearing to the parties to the proceeding.

The entire exercise shall be carried out and completed by the respondent no.2 positively within a period of three months from the date of communication of this order.

It is made clear that this court has not gone into the merits of the case and the petitioner shall be at liberty to urge whatever points he wishes to urge by relying upon whatever records and documents he wishes to rely before the respondent no.2.

After conclusion of the hearing and passing of the reasoned order, the same shall be provided to the petitioner on usual terms.

Since no affidavits are not called for, the allegations contained in this writ petition are deemed not to have been admitted by the respondents.

With the observation and direction this writ petition WPA 26827 of 2024 stands disposed of, without any order as to costs.
