1. The petitioner purchased a lottery ticket of the Nagaland State Lottery and claims to be the first winner.

2. She is not being paid the amount in question because of a complaint which was filed.

3. It has been brought to the notice of the Court that the State police is investigating the complaint.

4. The petitioner prays for a direction upon the respondents to take steps for investigating the complaint and to disburse the prize amount to the petitioner.

5. As it has been submitted by the learned advocate representing the State respondents that the police is in the process of investigation of a complaint in connection

with the same lottery ticket, accordingly, at this stage no direction can be passed for disbursal of the amount to any party.

6. The instant writ petition is disposed of by directing the Officer-in-Charge, Joypur Police Station to investigate the complaint strictly in accordance with law and conclude the same at the earliest.

7. The parties are directed to cooperate with the police for the purpose of investigation.

8. As the writ petition is being disposed of without calling for any affidavits, the allegations made therein are deemed not to have been admitted by the respondents.

9. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
