The endeavor to settle the matter has failed. Accordingly, the matter is taken up for hearing on merits. The petitioner seeks instalments to pay the due electricity charges to the WBSEDCL. However, since the WBSEDCL insists upon payment of the entire amount for restoring the electricity connection, the matter cannot be resolved, as indicated above.

The petitioner has not disputed the due electricity charges payable to the WBSEDCL. Since there is no scope of exercising jurisdiction under Article 226 of the Constitution for granting instalments, the present writ petition cannot be allowed.

Accordingly, WPA 26577 of 2022 is dismissed without any order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
