The competent authority of Uttarpara-Kotrung Municipality is directed to conclude the proceedings and pass its order within a period of four weeks from date.

The said order shall be communicated to the parties within a week thereafter.

The writ petition is, thus, disposed of. There shall be no order as to costs.
