Sahjahan Ali Mr. Kaustav Chandra Das ... for the petitioner Mr. Jahar Lal De Mr. Supratim Dhar ... for the State In this public interest petition the petitioner has raised the plea that the financial incentives were provided for construction of latrine in individual households concerning the persons living below poverty line. Further plea has been raised that the villagers of respondent no.4 Gram Panchayat had paid the contribution for that purpose but no construction has been done and that the money which was received from the Government has also been misappropriated. At this stage limited submission of learned counsel for the petitioner is that a mass representation (Annexure P-3) has already been submitted by the petitioner to the respondent no.

2, District Magistrate, Purba Medinipur but the said representation has not been decided till now. Having regard to the nature of issue which has been raised by the petitioner, we are of the opinion that the representation which has been submitted by the petitioner needs to be considered by the respondent no.2 within a time bound period. Hence, we dispose of the present petition directing the respondent no.

consider the petitioner's grievance reflected in the representation (Annexure P-3) in accordance with law as expeditiously as possible, preferably within a period of three months from the date of receipt of a copy of this order.

The petitioner is directed to submit fresh copy of the representation Annexure P-3) along with the certified copy of this order.

Petition is accordingly disposed of.
