The first petitioner is a physically handicapped (orthopedically handicapped) candidate and the second candidate also is of the same category and he is one SC candidate. However, in page 3 of the said report in the form of affidavit of the DPSC, the marks obtained by the petitioners have been given. Such report is kept on record.

On the basis of the report it is to be concluded that the petitioner did not get qualifying marks and, therefore, they were not considered for the service. With this observation this writ application is dismissed.
