1. Affidavit of service filed in Court today is taken on record.

2. The petitioner is a Self Help Group. The petitioner was engaged for supply of food items under the ICDS projects in the District of Murshidabad in the year 2014. The agreement of the petitioner was renewable and the same was renewed from time to time. Last renewal was made in July, 2023 for a period of one year.

3. A recommendation in favour of the petitioner was forwarded by the District Magistrate, Murshidabad to the Principal Secretary, Department of Women and Child Development and Social Welfare with request to accord necessary approval regarding renewal of agreement in August, 2024. The same is

pending consideration. Prayer has been made to direct the Principal Secretary to take a decision in the matter.

4. It has been brought to the notice of the Court that the agreement with the petitioner is continuing for nearly ten years at a stretch. Open tender has not been called for.

5. As it appears that a request has already been made by the District Magistrate, Murshidabad for according approval for renewal of the agreement of the petitioner, the instant writ petition is disposed of by directing the Principal Secretary, Department of Women and Child Development and Social Welfare to take a decision in the matter in accordance with the prevailing rules, guidelines at the earliest but positively within a period of four weeks from the date of communication of this order. reasoned order shall be passed and communicated to the petitioner.

6. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
