Pursuant to orders passed by the earlier Bench, the West Bengal Board of Primary Education has filed a report dated 29th August, 2023 and the same is taken on record. 2.

The State has also filed several documents today and the same is taken on record.

It appears that a video conference meeting was held between the West Bengal Board of Primary Education and the Bihar School Examination Board at Patna. The Bihar School Examination Board has in no uncertain terms found and has communicated in writing to that effect that the list dated 2nd July, 2018 is completely forged and fictitious. The said list is annexed to the report at page 8 thereof.

Counsel for the petitioner, however, relies upon an earlier communication dated 3rd April, 2018 purportedly issued by the Bihar School Examination Board (Senior

Secondary), where the particulars of the petitioner have been stated to be correct.

However, this Court notes that the communication dated 2nd July, 2018 has substantial similarities with the particulars in the communication dated 3rd April, 2018. The substance of the communication of the Bihar School Examination Board is, therefore, that the particulars of the secondary examination produced by the petitioner are completely forged and fictitious.

In view of the above, the testimonials produced by the petitioner cannot be relied upon by the West Bengal Board of Primary Education. The Bihar School Examination Board has not independently chosen to verify or certify the testimonials of the petitioner. The reasons for the same are far too obvious.

In that view of the matter, no relief can be granted to the petitioner.

Accordingly, the writ petition is dismissed.

There shall be no order as to costs.
