By this public interest litigation the petitioner alleges that the respondent no.6/Gram Panchayat is attempting to award all tenders in favour of one entity, namely, M/s.

Mondal Enterprise by arbitrarily rejecting the tenders submitted by the other applicants.

2. The said Mondal Enterprise is not a party to the writ petition nor any of the other persons against whom allegations have been impleaded as parties. Furthermore, we find that the representation said to have been given to the Block Development Officer on 06.11.2023 is very sketchy and does not full details.

3. Therefore, at this juncture we cannot issue any positive direction as sought for by the petitioner in this writ petition.

4. However, we dispose of the writ petition granting liberty to the petitioner to submit a comprehensive representation to the District Magistrate, Murshidabad enclosing all relevant documents and the

said representation should be presented in the office of the District Magistrate, Murshidabad by the petitioner in person and if the same is done, the District Magistrate shall consider the representation after notice to all the concerned including M/s. Mondal Enterprise and concerned Panchayat and pass orders on merits and in accordance with law.

5. This direction shall be complied with within a period of three weeks from the date on which such representation is presented by the petitioner in person in the office of the District Magistrate, Murshidabad.

6. With the above observation, the writ petition stands disposed of.
