However, I direct the Deputy Secretary to look into the matter and to pass one reasoned order after hearing the petitioner. The hearing is to be given by six weeks from date and the reasoned order is to be passed by two weeks thereafter. The reasoned order is to be communicated to the petitioner .

With the above observation and direction, this matter is disposed of.
