By filing this public interest litigation the petitioner prays for a direction upon the respondent nos.2 to 4 to conduct an independent and thorough investigation into the death of Dr. Dipro Bhattacharya with a mandate to examine the role of alleged workplace harassment, institutional negligence and any other contributing factors at Jhargram Medigal College and similar institutions.

2. This writ petition is based on newspaper report. The petitioner appears to have not conducted any independent research before approaching this Court nor the petitioner has sent representation to the authorities pointing out as to the suspicious circumstances relating to the death of a resident doctor. Therefore, we find that the writ petition is lacking in particulars, more

particularly, no steps have been taken by the petitioner in his personal capacity to examine the matter in depth and come forward with categorical assertion. Merely based on the newspaper report Court cannot be called upon to issue a writ of mandamus as sought for by the writ petitioner. Therefore, we are not inclined to issue an direction in this writ petitioner and the writ petition is dismissed.

3. It is made clear that this order shall not prevent the petitioner to do the needful in the matter independently, if he so desires.
